Road Repair and Maintenance

This year, the RRA allocated $120K in the budget for the maintenance and repair of our private roads. We currently have approximately 26 miles of association owned roadway. The question has been asked, why did we choose to use Chip and Seal vs Traditional Paving this year? The reasons are as follows:

  1. Our road budget only enables the RRA to asphalt less than one mile of road per year. It would take approximately 30+ years to fully repave every road and the useful life of asphalt is far less than that. Meaning, we would be repairing surfaces well before the total project was completed. Repaving all roads would cost the community $4-5M which is not available in our limited budget and would require a major homeowner assessment. We do not have the borrowing power for that level of major infrastructure project, so it would have to be paid upfront by Roaming Shores residents.
  2. Chip and Seal allowed us to coat and repair 4.2 miles of our roads this year. With the current plan, all needed road repairs could done within 5 years, possibly faster, without requesting additional funds from the community. As the Chip and Seal lifespan ages out over 5 years, we can continue repeating the process. This is all with our current allocated budget funds in today’s dollars.

We understand that this process causes initial dust issues, which nobody likes. It is also not the ideal solution in a perfect world with unlimited funds. However, it is our obligation as a board to use the community funding and resources as effectively and responsibly as possible. It is also our obligation to look for long term solutions and potentially this could solve some of our road challenges. The success will be reevaluated in the spring after winter plowing and we will keep everyone informed.
