Association Meeting Highlights – Jan 2015

by Richard D. Gainar, CEBS – Secretary RRA

The RomeRock Association Board of Directors met on January 8, 2015 with all Directors present. Maintenance Director Dan Mullins and Clerk Pat Sowry were absent. Seven residents were also in attendance.

Dell Rogers reported to dispel a couple of rumors. First, the Board is not raising dues this year and is, in fact, lowering boat fees to previous levels. Association income is sufficient to meet our foreseeable needs. Also, the lawsuit against your Association brought by members of Neighbors for a Better Roaming Shores, Pat Long, Barry O’Connell, and Joe Petraus has not been dropped. While little progress is currently made, the lawsuit remains active and funding for your Association’s defense is contained in the budget. On other matters, you may have noticed work being done in the Clubhouse kitchen. Maintenance employees noticed that earlier workers trimmed some ceiling beams to install lighting and failed to install plasterboard as required by code for safety. Those issues are now being corrected.

The Lake Management Committee Chairman Rick Gainar commented on the end of this year’s Water Testing Program. Tim Langer reported on the Committee’s regular “Be Lake Responsible” articles appearing in the Shores News and e-blasts, work on a spring brochure, and planned promotional items containing the “Love the Lake” logo for exceptional work by residents interested in improving our lake’s water quality.

Village Liaison Jim Swartz reported on Commissioner Dan Claypool’s presentation to Village Council on recycling and the fact that while state agencies require specific recycling efforts in Ashtabula, they failed to fund them.

Ron Morris reminded of the Friends & Neighbors winter dinner at Paradise Bay on January 9, at 6:00pm. On the Fishing Club, Ed Baitt hopes all will keep Marge Emick in their prayers.

As required in the By-Laws, Director Rick Gainar declared his possible conflict of interest to the Board as he is related to (nephew) Ronald Gainar, proprietor of Lake Erie Tower Corporation. He stated he would abstain from all future voting and meeting discussions on this matter. All disinterested Directors present accepted this declaration.

Representatives from Lake Erie Tower Corporation, Ronald A. Gainar & Kristina Klouda, answered the Board and Member questions concerning their proposal to rent land at the Association’s Crosby-Cook property to build a 200’-250’ telephone tower, expected to improve cell communications in Roaming Shores. Ron expects the tower to be initially used by AT&T and Verizon followed probably by Sprint and T-Mobile. Rental income to the Association would be $1,000/mo for the first 5 years. Ron is a Member of Roaming Shores and owns a house near the Marina Cove.

There were no Member Comments and the meeting was adjourned at 8:07pm. The Association Board’s next meeting will be on February 5. Hope to see you there!

ROME FIRE DEPARTMENT REMINDS EVERYONE TO BE FIRE SAFE
DURING HARSH WINTER CONDITIONS

With frigid winter temperatures that are expected to be below freezing setting in, the Rome Fire Department wants to remind all residents that that there is increased risk for home fires when the weather turns bad. However, many of these fires are preventable and all residents can reduce their risks of becoming a fire casualty by identifying potential hazards and following these simple safety tips.

Heating Safety

  • Use kerosene heaters and space heaters according to the manufacturer’s instructions.
  • Alternative heaters need their space. Keep anything combustible at least three feet away.
  • Make sure your alternative heaters have ‘tip switches.’ These ‘tip switches’ are designed to automatically turn off the heater in the event they tip over.
  • Do not use the kitchen oven range to heat your home. In addition to being a fire hazard, it can be a source of toxic fumes.
  • Never refill a space heater while it is operating or still hot.
  • Refuel heaters only outdoors.
  • Make sure wood stoves are properly installed, and at least three feet away from combustible materials. Ensure they have the proper floor support and adequate ventilation.

Generator Safety

  • Follow the manufacturer’s instructions and guidelines when using generators.
  • Use a generator or other fuel-powered machines outside the home. CO fumes are odorless and can quickly overwhelm you indoors.
  • Use the appropriate sized and type power cords to carry the electric load. Overloaded cords can overheat and cause fires.
  • Never run cords under rugs or carpets where heat might build up or damage to a cord may go unnoticed.
  • Never connect generators to another power source such as power lines. The reverse flow of electricity or ‘backfeed’ can electrocute an unsuspecting utility worker.

Electrical Safety

  • If your home has sustained flood or water damage, and you can safely get to the main breaker or fuse box, turn off the power.
  • Assume all wires on the ground are electrically charged. This includes cable TV feeds.
  • Look for and replace frayed or cracked extension and appliance cords, loose prongs, and plugs.
  • Exposed outlets and wiring could present a fire and life safety hazard.
  • Appliances that emit smoke or sparks should be repaired or replaced.
  • Have a licensed electrician check your home for damage.

Additional Tips

  •  Be careful when using candles. Keep the flame away from combustible objects and out of the reach of children.
  • If the power goes out, make certain that all electrical appliances, such as stoves, electric space heaters and hair dryers, are in the OFF position.
  • Make certain that your home’s smoke alarms are in proper working order.
  • Some smoke alarms may be dependent on your home’s electrical service and could be inoperative during a power outage. Check to see if your smoke alarm uses a back-up battery and install a new battery at least twice a year.
  • Smoke alarms should be installed on every level of your home and inside and outside of sleeping areas.
  • All smoke alarms should be tested monthly. All batteries should be replaced with new ones at least twice a year.
  • If there is a fire hydrant near your home, keep it clear of snow, ice and debris for easy access by the fire department.

Snow Rules

truck1

As the snows become more frequent, residents are reminded that parking on the roads and/or berms of Association Owned roadways is prohibited when the snow dept exceeds 2″ (two inches). This is necessary in order to facilitate the plowing and/or removal of snow. Also, please remove all vehicles, boat trailers, basketball stands, etc. from the RRA right-of-ways.

The schedule of penalties for the above infraction(s) are the same as those in place for violation of the rules and regulations.

Under extreme or emergency conditions, the vehicle(s) will be towed at the owner’s expense.

Remember, the RSV has a regulation against plowing snow out into or across the roadways.

Residents should make sure their mail boxes and posts are secure enough to withstand the winter snow plowing. The RRA’s policy is to only repair the boxes we strike, not those simply pushed aside by the snow itself.

Thank you for your cooperation.

Association Meeting Highlights – Dec 2014

by Richard D. Gainar, CEBS – Secretary RRA

The RomeRock Association Board of Directors met on December 4, 2014 with all Directors present. Seven residents were also in attendance.
President Dell Rogers reported that, to date, the Board has worked within the 2014 budget. Major projects affecting spending were lake dredging, O’Connell/Petraus/Long et. al. lawsuit, move to a temporary office, road surface paving, and upgrade of the Crosby-Cook property. Rick Gainar corrected his Association Meeting Highlights article in the December 2014 issue of the Shores News where dredge cost units of “ft3” should have been “yd3”.

Maintenance Director, Dan Mullins, reported Snow plowing and road clearing consumed much of our maintenance department’s time last month. He has not been able to work on land-based dredging due to weather and water level conditions. Winterizing and modifications of the new bulldozer and a brake installation job on the Chevy Trailblazer were also completed last month. Dan reported that the Owl Pointe and Callander Road drainage projects were performing successfully so far.

The Lake Management Committee’s Tim Langer reported on the Sediment & Nutrient Control Subcommittee’s “Be Lake Responsible” articles in the Shores News and e-blasts. These articles are authored by residents and LMC members and designed as hints and easy things to do to limit entry of sediment and nutrients into our lake. The ‘Love the Lake’ logo will identify these articles.
Ron Morris reminded us of the Promotion Club’s Tree Trimming social on 12/5 at the Clubhouse. Ed Baitt reports that so far there was no loss of fish from the Fishing Club’s introduction of $500 worth of perch into Flame Lake.

In the business segment of the meeting, Ed Baitt’s motion to purchase a used pontoon boat trailer remained tabled. Rick Gainar’s motion to nominate Tim Langer as chairman of the Lake Sediment & Nutrient Control Subcommittee, replacing Dell Rogers passed with all Directors voting in favor. Congratulations Tim! The January Board of Directors January Meeting date was changed to January 8 due the holiday.

Member comments and questions included a discussion about the RSV’s annual payment to the RRA for road maintenance, the 2015 boat fee reduction, and what conditions are necessary for land-based dredging at this time of year.

The meeting was adjourned at 8:25pm. Association Board’s next meeting will be on January 8. Hope to see you there!

ABOUT THE UPCOMING BOATING SAFETY COURSE

By: Bruce C. Bower
Lake Safety Committee

Your Safety Committee is planning a safe boating course in March, the final date has not yet been nailed down, but it will be held at the Clubhouse. A new wrinkle is that there will be a $10.00 dollar fee for each enrollee. The applicant must be a Shores owner or part of the family. An application will be in the paper and online for the next several months, it must be filled out and sent in with an accompanying check. There will be no walk-ins or last minute sign-ups. I cannot plan for written material, space, teachers and lunches when 10% or more of the people who sign up and commit don’t show up. I am always disappointed when my rude neighbors don’t think what the consequences are when an inconvenience is passed to someone other than themselves.

Look to the Shores News and online for further details!

Stay Warm,

Lake Lowering and Erosion Control

love-the-lake-logo  By Tim Langer – Lake Management Committee

As the lake is now lowered, the Rome Rock Association (RRA) Lake Management Committee would like to remind our residents that it’s a great time to inspect our properties. Detecting areas at high risk for erosion and taking action protects our lake and our community. Please look for overflow points or holes in erosion control structures and seek remedies to reinforce them. This could be your sea wall, “rip-rap” (rock), and/or vegetation. Reinforcement of shoreline barriers, confirming clear drainage channels, and checking dock supports and surrounding areas safeguards us all.

If you suspect you may have a problem or have identified a problem, contact the Village office or the RRA to inquire about necessary permits and any approved vendors. There are contractors to assist and some do it yourself techniques. With proper attention, erosion of our shoreline can be controlled. Be Lake Responsible. Love our Lake.
