Notice: Proposed Amendments to By-laws

The RRA Board of Directors will meet this Thursday, February 4, 2016 at 7:30 pm in the Village Hall. Included on the agenda for this meeting will be proposed amendments to the By-Laws of RRA. The proposed amendments include:

  1. An amendment to Article XIV of the By-Laws. Article XIV sets forth the manner in which the By-Laws may be amended. Click on the link below to see Article XIV as it proposed to be amended to read. It is proposed that Article XIV of the By-Laws be amended to read as follows: Proposed Amendment to Article XIV
  2. It is proposed that the following Section 5 of Article I be added to the By-Laws. An amendment adding a new Section 5 to Article I of the By-Laws that would prohibit certain registered sex offenders from being Active Members of the Association and from residing in the Roaming Rock Shores Subdivision.   3. An amendment to Section 1 of Article V that would allow the Board of Directors to dispense with the ballot process in uncontested elections of the Directors. Protect Lake Erie, Even in the Winter

Even though Lake Erie may freeze during the winter, we need to continue to protect its waters. Many things we do around our homes and on our driveways in the winter time effects Lake Erie’s water quality, because whatever enters a storm drain or roadside ditch will eventually flow untreated to our rivers and end up in Lake Erie. Here are a few simple tips to follow this winter: 1. Don’t wait until spring rains wash all the winter gunk off your car; take it to a commercial carwash so that the salt residue, dirt, oil, grease, and break dust that built up on your car will drain to a sanitary sewer where the water can be treated. 2. Use salt wisely, because a little goes a long way – apply salt to driveways and sidewalks BEFORE it snows to help prevent ice buildup; shovel as much snow as possible, and then apply salt when necessary; if there is salt remaining on your sidewalk or driveway after the ice melts, sweep it up and save it for the next snow storm; try to pile salt on grassy areas, not over catch basins or near streams, to minimize the amount of accumulated pollution in the snow so when the snow melts, the grass will filter out the pollutants and won’t flow into waterways.

It may not seem like you alone can make a difference in cleaning up stormwater pollution, but think if everyone in your community did these simple steps and what an impact it would make. Do your part to love YOUR lake and help keep our stormwater clean.

As I fire up the snow blower and begin to make pass after pass clearing my driveway of snow, I begin to dream about warmer days, my lawn and projects outside. Whether you do the work yourself or hire a reputable contractor, a few best practices can help improve our water quality.

When was the last time you sharpened your mower blades? Sharp blades help prevent clogging and clumping. Decomposing clumps can wash excess nutrients into the lake. Sharp blades provide better mulching. Those fine grass clippings returned to the soil provide measureable amounts of nitrogen, phosphorus and potassium. It’s free fertilizer and studies have shown that when clippings are removed, 20% to 25% more fertilizer was necessary to maintain color and quality. Sharp blades cause less stress on your lawn. A stressed lawn could cost you more in water and fertilizer.

This is the perfect time of year to complete some preventative maintenance on those tools you use to maintain your home and yard. So when preparing for this spring and summer, please be mindful of things you could do now that could provide benefits to you and the lake.

Remember to Love the Lake and BE LAKE RESPONSIBLE!

The Promotion Club will fund the fireworks show for 2016 in “thanks” for so many generous donations from our RRA members over the past few years. Therefore, we did not have a formal fundraiser this past Fall.

*** Any families who still wish to donate, thus enhancing the 2016 display, may do so when paying their dues, with a separate check to the Roaming Shores Promotion Club, which will then be given to us.

Many thanks to all who, through their donations, have continued to make the fireworks event possible each year in our community of Roaming Shores.

Cash Flow Analysis for the proposed New RRA Office

As you probably already know, the Office at Route 6, is over 100 years old and now unusable. The Association is currently renting Office space in Rock Creek while investigating the options for a permanent Office location. At the December 10, 2015 meeting at the Clubhouse, the Association Manager and the Board reviewed the RRA Office options. There were two suggested proposals from the audience. These proposals were to look at (1) a cash flow analysis of Buy versus Rent; and (2) to consider a mail out/mail return survey. The survey is under consideration. The cash flow analysis has been done and a summary is shown below for Buy versus Rent.

  1. Buying an Office is $70,000 cheaper than is renting after 20 years. Twenty years is the maximum length of the commercial mortgage period offered by lending institutions.
  2. Buying an Office is $400,000 cheaper than is renting after 50 years. Fifty years is about how long we used the Office at Route 6.
  3. Our current rental cost of office space in Rock Creek is $12,000 per year. The breakeven to buy versus rent, meaning the approximate same cost, would allow for a commercial mortgage of $40,000 per year. This is twice the amount the Board plans to borrow.
  4. The cost of buying an Office is clearly less expensive to the Membership than is renting an Office.

As of January 21, 2016, there has been no Board decision on the location of the new permanent Office.

The Cost of the Lawsuit

The Association Attorney, David King, answered the question about the cost of the Lawsuit at the January 7, 2016 Board Meeting. However, there continues to be contradictions and questions about the cost of the Lawsuit. Hopefully this can answer it.

  1. The Lawsuit, against the Association, was filed by Barry O’Connell, Pat Long, Joseph Petraus, and Neighbors for a Better Roaming Shores Inc. on March 20, 2014.
  1. The Association’s out-of-pocket legal costs, as of the January 7, 2016 Board of Directors Meeting, for the Association to defend this Lawsuit, was about $39,000. These costs are from about March 20, 2014 until now. This defense money comes from Member dues and assessments.
  1. The Association/Board did not file the Lawsuit; the Board defended the Association against the Lawsuit. Even though the case is considered Closed, legal costs continue to accumulate. These continued legal costs are to execute the Settlement Agreement.
  1. A complete docket for this Lawsuit can be found on the Ashtabula County Clerk of Courts website.
