Letter to the Editor

I want to clarify a few things that were reported in the October issue of The Shore News. In the article about updating the lake rules there were some statements by me that were said during the comments section of the meeting, not by me representing  the Lake Safety Committee, but as a resident. The concerns of my neighbors and me go back to a petition that I presented to the Board in September of 2015 requesting some marker buoys to define the 75 foot no-wake zone for about eight houses around  the 2200 area. There are several “pinch points” on BOTH sides of the lake where neighbors have problems with boaters cutting in too close to the shoreline, creating damage to their property. I have personally talked to at least three people with the same problems that our section has. The Board has not said yes or no for two years now and said I should take it up with the Village, so I will. The Village has the 20 foot rule, but the Association currently sets out the buoys, we’ll see! If anyone wants to add their particular “pinch point” to my list, I will attempt to be an advocate for you also. Call me, 216.906.2301.

The other topic I would like to clarify is that I stated last fall that I would no longer facilitate a Safe Boating Class, so there was nothing offered in spring of 2017 and there will be no future offerings by me. You will have to make it your responsibility to find a class either on-line or an in-person class to acquire a boat license. Anyone born on Jan 1,1982 or after must have a State license to operate a watercraft in Ohio. It is State law, there is no other way I can tell you this!

Respectfully,

Bruce C. Bower

US 6 Bridge Update

Real Estate Property Tax Meeting

The Ashtabula County Auditor, Roger Corlett will be present to explain real estate property taxes to the Association Members.  The meeting will be at the Clubhouse on October 21, 2017, at 10:00am to 11:30.  Mr. Corlett  and Dennis DeCamillo, Deputy Auditor – Real Estate Manager, will show what real estate property tax rates are around the local Village and Townships.  How property taxes are calculated.  How they are collected.  How they are allocated.  And how Road Taxes, if any, are assessed.  This will be followed by a short Q & A and light refreshments.  Remember that this is not a meeting to discuss real estate taxes on your individual property; this is a meeting for a general understanding of real estate property taxes.

Although it is not necessary to RSVP, for planning purposes it would be helpful.

RSVP at 440-563-3170, or it@roamingshores.org.

2017 Lake Lowering

**Update: The valve is now open and lake lowering has begun**

Take note: The RRA has requested that the lake be lowered beginning on November 15th. Please make sure to have your boats removed from the lake before lowering begins.

Why lower the lake?

Self-Dredging:
If you intend on self-dredging around your dock or seawall, either yourself or hiring a contractor, you will not be required to obtain a permit from the US Army Corp of Engineers.

You will, however, need to acquire a permit from the RRA before work begins. Additionally, your contractor will need to be registered with the Village.

President’s Comments Sept 2017 Board Meeting

A goal of this Board has been to improve dues and assessment collections.  An action item of the Collections Policy developed by our Attorney is to assign a Board Member for our Attorney to work with.  John Martin, our Treasurer, has been assigned.

The Board is reviewing a new Employee Handbook.  It is anticipated that by the next Board Meeting the Association will have a new Employee Handbook.

Water Quality.  As you probably noticed, there were warning signs about a high level of algae toxins with the State’s recommendation that there be no contact with the water.  This was based on the sampling that we agreed to earlier in the year.  The Association will report the data, however, the Association will not make a recommendation.  The Association is providing as much information as possible so that each Member can make their own decision.  Additional sampling has been proposed by Lake Management and it has been agreed to by the Board to see if we can predict a situation like this again.

The meeting with our County Auditor, Roger Corlett, will be October 21, 2017, 10:00am at the Clubhouse.  Mr. Corlett will compare tax rates around the Association and Village, and address the Road Tax.  This is not a meeting to discuss your personal property tax.  Mr. Corlett invites you to set up a private appointment should you desire to discuss you own property tax.

Subcommittees for both the Association and the Village are meeting to work out the differences between the Village and the Association.  The immediate goal for this group is to negotiate maintenance of the roads which includes snowplowing, lawn mowing, culvert installation and all the associated activities.  The second goal is to re-negotiate the Dam Contract.  The first meeting was Thursday, July 13, 2017, the second meeting August 16, 2017, and the next meeting is scheduled for September 27, 2017.  Thus far, the Association has become a registered contractor to the Village and the Association has provided individual prices for snow plowing, grass cutting and culvert maintenance.

In the September 2017 Roaming Shores Newspaper, it is reported that the “Board agrees to not buy back unwanted property lots.”  Just to be clear, this was not a recent decision.  The Association, at the direction of the Board, has not taken back lots in over 10 years; several Boards over the years have taken this same policy.  Financially, the Association cannot afford to take back property that an owner no longer wants.  The Association, and you are the Association, cannot afford to be responsible for the taxes and utility fees.

Lastly, the Association Operations Manager and Staff have done a fine job of maintaining and improving the facilities.  The Board hopes that you, the Members, enjoyed the Association amenities and that you continue to use the facilities remaining open after Labor Day, and that you continue to support the Club activities.
