President’s Comments Sept 2017 Board Meeting

A goal of this Board has been to improve dues and assessment collections.  An action item of the Collections Policy developed by our Attorney is to assign a Board Member for our Attorney to work with.  John Martin, our Treasurer, has been assigned.

The Board is reviewing a new Employee Handbook.  It is anticipated that by the next Board Meeting the Association will have a new Employee Handbook.

Water Quality.  As you probably noticed, there were warning signs about a high level of algae toxins with the State’s recommendation that there be no contact with the water.  This was based on the sampling that we agreed to earlier in the year.  The Association will report the data, however, the Association will not make a recommendation.  The Association is providing as much information as possible so that each Member can make their own decision.  Additional sampling has been proposed by Lake Management and it has been agreed to by the Board to see if we can predict a situation like this again.

The meeting with our County Auditor, Roger Corlett, will be October 21, 2017, 10:00am at the Clubhouse.  Mr. Corlett will compare tax rates around the Association and Village, and address the Road Tax.  This is not a meeting to discuss your personal property tax.  Mr. Corlett invites you to set up a private appointment should you desire to discuss you own property tax.

Subcommittees for both the Association and the Village are meeting to work out the differences between the Village and the Association.  The immediate goal for this group is to negotiate maintenance of the roads which includes snowplowing, lawn mowing, culvert installation and all the associated activities.  The second goal is to re-negotiate the Dam Contract.  The first meeting was Thursday, July 13, 2017, the second meeting August 16, 2017, and the next meeting is scheduled for September 27, 2017.  Thus far, the Association has become a registered contractor to the Village and the Association has provided individual prices for snow plowing, grass cutting and culvert maintenance.

In the September 2017 Roaming Shores Newspaper, it is reported that the “Board agrees to not buy back unwanted property lots.”  Just to be clear, this was not a recent decision.  The Association, at the direction of the Board, has not taken back lots in over 10 years; several Boards over the years have taken this same policy.  Financially, the Association cannot afford to take back property that an owner no longer wants.  The Association, and you are the Association, cannot afford to be responsible for the taxes and utility fees.

Lastly, the Association Operations Manager and Staff have done a fine job of maintaining and improving the facilities.  The Board hopes that you, the Members, enjoyed the Association amenities and that you continue to use the facilities remaining open after Labor Day, and that you continue to support the Club activities.

In Memoriam: Mike Cox

Our thoughts and prayers are with Veronica Cox who lost her husband Mike this passed week. Mike and Veronica are former residents who were very involved in the community.

Lt. Col. Michael David Cox U.S.A.F. Ret.

FORT WORTH–Lt.Col. Michael David Cox U.S.A.F. Ret., was called home on September 4, 2017, after a brave fight against a sudden illness.

Interment: Mike will be laid to rest among the other heroes of our nation in the Arlington National Cemetery.

Mike was born in the Bronx, NY, on May 3, 1940. He was the son of Maurice and Mildred Cox. He grew up on Long Island NY, and graduated from St. Bonaventure University in Alleghany NY. The University’s motto “Becoming Extraordinary “would describe him throughout his life. Upon graduation Mike entered the service of his nation, receiving a commission in the U.S.A.F. He served several tours of duty in Vietnam, and was awarded many decorations, among which was the Bronze Star and The Presidential Unit Citation. After a distinguished military career, Mike worked for McConnell Douglas, and Boeing, before retiring completely in the mid 90’s. Mike was a storehouse of colorful stories and reminiscences of his time in the military. He was generous and always quick to offer any assistance he could provide. He enjoyed traveling in his later years, especially to the reunions of his old squadrons. He was active in the Military Officers Association of America, and the Veterans of Foreign Wars. He joined his second family in Ohio, and was very highly regarded in his community. As he grew older, he and his wife would travel to Myrtle Beach, SC for the winter. As usual, Mike became a highly regarded member of the retirement community there as well. Mike recently relocated to Texas, and was adapting well, when he became ill.

Survivors: Son, David and daughter, Kaycee of whom he was very proud, always speaking of their achievements; brothers; Maurice, Charlie, Dennis, and Steve; wife Veronica; step daughters, Felicia, Cristina, and Doris Amelia; grandchildren; Vanessa, Tiffany, and Nathan; and many friends.

Note on Advisory Signs

For those who visit our beaches, you will notice that the Algal Warning Signs are posted. These warning signs were posted due to readings taken on 8/21/17 which indicated algal toxin levels exceeded the EPA’s Public Health Advisory limit.

While the most recent tests indicated the algal toxin levels were well below the Elevated Advisory Limit, 2 readings under state guidelines are needed before the signs will be taken down.

Microcystin Algal Toxin   E.coli Bacteria
West Beach 1 East Beach 2   West Beach 1 East Beach 2
Results below early warning level Results above early warning level   Results below early warning level Results below early warning level

The Algal Toxin Levels from the Beach 2 slightly exceeded the EPA’s Public Health Advisory limit. However it is well below the Elevated Advisory Limit which would recommend no contact. All data can be found on the LMC section of the RRA website.

Current Conditions for Week of 8/28/2017: The current results for the testing program for the lake are summarized above. A green cell indicates that results are below the USEPA or OhioEPA criteria for recreational water. A yellow cell indicates that values have exceeded the limit and appropriate caution is advised. Your Lake Management Committee’s (LMC) water testing program for harmful algal blooms (Microcystin) monitors our two beach areas monthly during the hot, summer months and advises that all test results received so far have been well below any level of concern or alarm. In addition, the LMC is also having tests performed for the presence of E.coli bacteria weekly at the two beaches as is done in most public beaches. Should any of these test results approach the level of caution, the Board of Directors can request that caution signs be posted at the affected beaches for your safety. Of course, common sense tells us not to swim in any waters that contain unusual amounts of algae. Please enjoy our beautiful lake and have a safe summer.
